A nonmanufacturer must be a HUBZone concern and must furnish the product of a HUBZone manufacturer
For acquisitions exceeding the SAT, HUBZone set asides and HUBZone sole source acquisitions have priority over SB set asides. However, HUBZone set asides are mandatory while HUBZone sole source awards are optional.
The contracting officer may set aside acquisitions that exceed the micro-purchase threshold but not the SAT - if there is a reasonable expectation that two or more offers from HUBZone concerns will be received and that award can be made at a fair market price.
