Implementation Guidelines
If the KO receives only one acceptable offer from a qualified HUBZone concern in response to a HUBZone set aside, the contracting officer should award to that concern provided the award price is a fair market price and the offeror is responsible and otherwise eligible
If the KO receives no acceptable offer from a qualified HUBZone concern in response to a HUBZone set aside, the set aside may be withdrawn
